Adding a web reference to a VS 2010 project

I inherited a project that is VS 2010, version 4.0 of the framework.  I see three web references in the solution, and want to add another.

I expect that I should right click on the project ( C# web project ) and see and option to Add Web Reference, but strangely I do not.  I do see "add reference", and "add service reference", but no option to "add web reference".

Am I missing something obvious?
