Can someone recommend a program that can scan Java code to detect if there is any potential secuity issues?  

We had a user write a java program that will be installed on a windows PC. It goes out and scrapes some social media sites for some specific words and phrases.  It was developed using Netbeans.  I'm not a Java expert  and we were looking for a possible program that can analyze the code and help us determine if any potential issues exist with the program.

Just general poor coding that may potentially lead to an issue.  I am just looking for something that will do a static code scan and identify any problems.
I know Findbugs is one such static code analyser. Although it's not about security in  particular , Findbugs  scans your code and reports  several types of errors , mostly related to poor coding .

But in your case , you may want to try one of the several network tools available , against your running java program . That's how you normally test breaches in security based systems
