User is able to delete a document that is checked out to another user
Hello,
In SharePoint 2010, a user is able to delete a document that is checked out by another user and the user was able to checked out the document that was checked out by another person.
Any suggestions on why this is?

This is driven by the level of access (permission) the user do have on the site/library. What access the user have?

this should not be possible.
Can you please provide more information about:
- SharePoint role/permission of User A
- SharePoint role/permission of User B
- Is the Document Library just a default one (or is it customized like workflow/event receiver)?

Both users have the Design permission level.
So, if I was an Farm Admin, full control level, then I would be able to remove documents that are checked out, or check out documents that are already checked out?
