Creating asp.net at the run time

I got a requirement where my client wants to give a option to a user to select control and set properties for it and save it in a database and then later these controls should placed on a web page with all the properties applied on it.

I am looking for some third party tool which can help me in this instead of creating this tool from beginning.

Can any one help me out here
