EFS access after HD replacement

Looking to find a way to access encrypted files after an operating system installation.
Some detail:

3 drives are involved:
- a USB external with the EFS
- The old windows XP boot/system drive that created the EFS on the USB drive (this is now a slave drive)
- The new Windows 7 boot/system drive (that cannot access the EFS, but has full permissions to the USB drive)

I am looking for advice on how to get access to the EFS on the USB drive (copying certificates etc).

you will need the exported efs certificate first. Do you have these?

No I didn't export them before doing this, but again I have full access to the old drive, can I import them?
