Do any allow you to work with dynamic parameters?
I don't think you'll find a free viewer that does that.

I don't know, you'll need to take a look yourself.

Have you considered writing a viewer of your own.

The code is not that difficult if you choose to use the Crystal prompting screen for the parameters

20-30 reports that are actively run. We have been using Reportal as  web based distribution for these reports which handles the database authentication and prompts for parameters but it has become unreliable. These types of solutions are very expensive and we do not have the funds at the moment to renew with Reportal to get to a more current/possibly more reliable version or for similar alternate solutions. I am trying to find a cheap/free way for our users to run the reports, to not have to authenticate against the DB and to be able to interact with dynamic parameters. I realize now that FREE is not possible. Are there any more affordable options out there that maybe I have not run across?

Groff Automation (http://www.groffautomation.com/) is free but I don't know if they support dynamic parameters.

For just one copy of a report viewer you can check jeff-net - they have one free viewer per company - I am not familiar if they support dynamic parameters and if they have restrictions for the free copy

Some other viewers are "almost" free with prices in the area of $20-$30
You can see detailed comparison and prices here:

I am working for one of the companies in this list (R-Tag) and I can give you details about our viewer: It is free for up to 5 reports or $25 without restrictions. There is an option to work in a network with shared settings and support for user roles so you can manage access to the reports. However $25 is the price for a local copy, you should contact the sales to find the real price for multiple network viewers ( it depends how many licenses you need).  If you are 501 C3 nonprofit organization you can have the whole system for free - you need to contact the support or sales for details ( (this is valid just for the USA).

Another expert from this site - IdoMillet, has a product presented in the list too
