Auditpol and "A required privilege is not held by the client."

I am using a batch file to run "auditpol" commands on a server. It is not on a domain. It is Server 2008 Enterprise SP2.  Many of the commands return the error "A required privilege is not held by the client" and the error code 0x00000522. I am logged in as administrator. I am using "run as administrator" to run the batch file.
