Create Blackberry User Problem

I have a user in AD who needs to have a Blackberry provisioned for him but I continually get the following error when attempting to create the user in the Blackberry Administration Service:

"The BlackBerry Administration Service cannot find the records you were looking for. Verify the search criteria you specified and try again."

I have verified that the user is not hidden from the GAL in Exchange, I have refreshed the available user list from the company directory (Servers and components > Blackberry Solution Topology > Blackberry domain > Component view > Email > Refresh available user list from company directory link), and I have restarted the Blackberry Administration Service on the BES.

Does anyone have any other suggestions to try? The user has been in AD for two days as of this morning.

did you try a manual refresh and user reload ?
