Need to copy a single .xml file to a folder under each user profile (%user%)

I'm trying to find a utility that will copy a single .xml file to an AppData path in each user's profile on a Windows 2008 R2 server.  We do not want to run this as a group policy or at startup.  We just want to launch the util logged in as a domain admin and have each file updated under each user profile.

If it is only one server then you could use a batch script like that one:

@echo off
set SOURCE=X:\FOLDER-CONTAINING-THE-FILE
set XML=.\file.xml
cd /D %USERPROFILE%\..\
for /D %i in (*) do copy /Y %SOURCE%\%XML% %~dpni\SUBDIRECTORY\

Of course more details will be most helpful.
Although I'm not sure if you wouldn't run into some user permission issues (considering that the file will be copied as an administrator, but should be read as another user).
