Can't ping ASA 5510 Standby IP from LAN

I have 2 ASA5510 configured for failover. primary ip is 10.151.5.4 and standby is 10.151.5.5.
The problem is I cannot ping or ADSM to the passive .5 unit.
I am not sure if I am supposed to be able to ping.

I can ping from the Active ASA to 10.151.5.5 but not from the inside LAN

I found the fix myself, missing ACL was the problem
