We are a small business company with less then a 100 users US based. We noticed that the time to start a call both internally and outbound takes about 10 secs. Is there anyway is make this faster in Lync?

Calls should not take that long normally, so something about your deployment or network may be causing the delays.  This can be a complicated troubleshooting process but I suggest starting with SIP logging of the calls to see if any errors or alerts are shown: http://blog.schertz.name/2011/06/using-the-lync-logging-tool
