Office 2010 quick access toolbar won't save after reboot

Hi,

I am in the process of rolling out a new Xenapp farm based on Windows 2008 R2 x64, Xenapp 6, and Office 2010. When a user customizes their quick access toolbar in Word, Outlook, etc and then logs off for the day, the next day after log in it is back to default. Does anyone know where this info is saved or is their something in the group policy I need to change to have it save?

The file is saved in:
C:\users\[USER]\AppData\Local\Microsoft\Office

Its the .QAT file
