Office 2010 quick access toolbar won't save after reboot

I am in the process of rolling out a new Xenapp farm based on Windows 2008 R2 x64, Xenapp 6, and Office 2010. When a user customizes their quick access toolbar in Word, Outlook, etc and then logs off for the day, the next day after log in it is back to default. Does anyone know where this info is saved or is their something in the group policy I need to change to have it save?

... and because this path it is not synced with the roaming profile.
but you can change this:
If you have already deployed Office 2010 and need to change this setting, there are a couple of ways that this can be done:
1. Change the Registry value that controls customisations roaming. To do that, set the following value:
Key: HKEY_CURRENT_USER\Software\Microsoft\Office\14.0\Common\Toolbars
Value: CustomUIRoaming
Data: 1
2. Add the policy to a GPO controlling your Office 2010 settings. Do do that enable the following policy item:
User Configuration / Policies / Administrative Templates / Microsoft Office 2010 / Global Options / Customize / Allow roaming of all user customizations
