How can I get this thing to move over a little bit?

Attached is a screen shot of a rotating banner. You can see something very similar at loosecannonradio.com.

In this case, however, I want to move the banner over about 10 px. But, regardless of how I manipulate the margins, I can't get it to budge.

My code and css is below. What am I missing? Why can't I get it to move?
