Before trying to open one in Excel, open it in Notepad.  Does it look like this:

"Michael Smith",1,2,3,"x"

or like this:

"Michael Smith,1,2,3,x"

If the latter, Excel is interpreting it as one value that has commas in it, and the answer is to fix the formatting at the source.

In your Windows regional settings, what do you have listed as the List Separator?
