Before trying to open one in Excel, open it in Notepad.  Does it look like this:

"Michael Smith",1,2,3,"x"

or like this:

"Michael Smith,1,2,3,x"

If the latter, Excel is interpreting it as one value that has commas in it, and the answer is to fix the formatting at the source.

If you set it to comma (,), does Excel handle your CSV file correctly?

If you do not want to go that route, you can try using the import text file wizard, choose delimited, and indicate comma as the delimiter.
