SCCM 2012 Agents Not Installing

I just started rolling out agents to to all my systems on my network and everything went well except that the SCCM 2012 agents will not install any Windows 2003 x86 or x64 boxes.

Anyone else seen this behavior?

Is this for both manual and automatic installation?

yes, both. when I manually attempt to install, it installs the 'ccmsetup' service but it's not running and it won't start either.
