OVF Tool Error

when I run the OVFTool within 1 datacenter called Test & Integ, I am able to complete an ovf export, however when I run the tool against another datacenter called Live, I get an error of:

Error: Curl error: Couldn't connect to server

the credentials are the same throughout Vcenter this is what I run in command line:

ovftool "vi://172.31.1.110/Live/vm/Win2008r2" c:temp

what are youtrying to do with the OVF Tool?

Why not use the File, Export, OVF Template from the vSphere Client for Export?

I did this the graphical way as well, and I receive the same error message.
So Export from vSphere Client does not function?

what are you wanting to do with the OVF?

yes the VM is powered off!
what do you want to do with exported ovf?

I want to take this OVF VM and place it onto a completely different infrastructure.
