Okay the story: Had a virus, removed it, part of what I had to do was use system restore to an earlier date. Ever since doing so, I have been unable to do any updates. I tried viewing the CBS.log file and added several packages to c:\windows\servicing\packages but no luck. If anything I think it added more errors to the cbs.log file :(

Any help to fix this without doing a repair install? Although at this point this seems to be more of a science experiment than efficiently fixing this computer. The user has no complaints of issues with this pc. I just like to keep everything up to date.

Try reinstalling the windows update agent

Be sure to use command line, specify WindowsUpdateAgent30-<platform>.exe /quiet /norestart /wuforce

Try the System Update Readiness tool

Try resetting windows update
After more research, it appears that reinstalling Windows 7 language packs may help you
