Team foundation 2010 workflow

We have TFS set up and connect through Visual Studio 2010.  The Web part is deployed so that users may have access to the web interface.  We are having issues getting good documentation on how to assign tasks and items.  Here is a quick look at what we want to understand
1. How to assign a ticket to go through steps to develop
      -Create code
      -Test code
      -Run in production
2. monitor open items
3. close requests

Im looking for some guidance and or recommendations on how to perform those tasks the easiest.

That is a pretty broad question, and I would like to understand what you are really asking for...by ticket are you referring to Work Item?

Yes a work item would be closer to what we are looking at.  Understanding this question could have many responses just an understanding of workflow.  Store the code and share the code for development and publishing

Do you need to know different steps to take to create a work item?
