Document Management on CD
I am looking for a small application that will allow document management of scanned images. Ultimately I would like to add this to a CD or DVD and hand it back to the client/users. I want to avoid a full blown expensive and large document management server.
For example; lets say I scan 1 or many file boxes of paper and want a basic retrieval system for that paper. I am looking for a small executable program (free or cheap) that will allow the following features: search, view, email, zoom-in, zoom-out, print

If I scan 2 boxes of documents or approx. 4000 pages at .04 each page = $160; it will not be cost effective to charge an additional $150 for software for them to search these documents. If I scan 100,000 documents and they store them on their local network with basic functions like "search, view, email, zoom-in, zoom-out, print" $150+ might be easier to sell if they "need" a basic form of document management.
I guess I would start small = 10 clients a year / 4000 - 100,000 docs per / pdf or tiff

Words like "expensive" and "cheap" mean different things to different folks, so please put some numbers on those, or at least a rough-order-of-magnitude range; "free" is not subject to interpretation, but that's probably not happening. :)
How many clients do you plan on distributing to? Some products are priced based on CD/DVD volume.
What types of documents will you be creating? Some products have different editions/prices (such as Lite, Standard, Professional, etc.) depending on doc types (DOC/DOCX, HTML, PDF, XML, et al.).
