How do I set up CA so that administrators have to manually approve cert templates before they are sent out. Client requests are done manually, Auto enrollment are not to be used.<br />

(CA is to be used in an AD domain to provide safe access to an application that runs in a web browser)<br />

How so I do this? My head goes foggy every time CA is mentioned.
