Public computer use time management system

Does anyone use, or more importantly can anyone recommend a program or know of a way to control use of public computer systems, and limit users to a specific amount  of logon time, and total number of pages that they are allowed to print?  

I've seen this type of thing in Libraries and at some of the hotels where I've attended seminars but wasn't in need at that time.  Can anyone recommend a package for this purpose? Or know how to accomplish this goal using Group Policies?

I was hoping for more comments but THANK YOU.    I do have print manager plus to limit printing so I guess the Time limit manager will do the job.
