Resizing captured desktop and application screenshots

I use PrintScreen and Alt+PrintScreen to capture desktop and active applications in Windows. I then paste and resize it in a free editor. But the quality of resized images is not that good. What would be the best solution to this problem in terms of using a free photo editor or a tool?

I am concerned more with the quality of resized images than the automation. Plus, this is not the free tool, it's  :"Free for Home Users" which I am not.
