Windows Update

I'm trying to do a Windows update on two seperate systems a new desktop and a laptop.
It's not allowing updates to be done due to windows update service not running. It's stating that I should try to restart my system and try again. After a restart I still receive the same message on both systems. I have checked the service and it is running.
