Windows Installer Error 1311 Source File not found

I am attempting to install a program on a Windows 7 machine.  I have run this particular installer without any difficulty on another Windows 7 machine, so it's not a corrupt installer.

It's packaged as a .exe ... which I run ... and it unpacks itself into a users/Username/appdata/... subfolder

In that subfolder I find an MSI file, a .aiui file (since the installer was built using Advanced Installer) and disk1.cab.

It gathers all its information, including which features to install.

It then pops an error claiming that the disk1.cab file cannot be found.  It lists the full file path -- where disk1.cab exists.  Both the logged in user and the Administrators group have Full Control rights on the file.

I've tried just double-clicking the .exe as well as right-clicking and choosing Run as Administrator with identical results.  Using Google, I find lots of articles that apply only if installing from a CD.  There's a security policy option that specifically blocks CD access to users other than the one locally logged in.  But this isn't on a CD.  It's sitting in the user's Downloads folder.

What should I try on this?

Is this a 64-bit program you are trying to put on a 32-bit machine, or a 32-bit only program you are trying to put on a 64-bit machine?

Another thing to do is a thorough scan for Malware on the affected machine.

It is a 32-bit program on a 64-bit machine.  Works on other 64-bit Win7 machines, though.

That is likely the issue. Try installing in comparability mode. Not all 32-bit programs will install in a 64-bit machine, so you may have to try a different program.

SFC found no problems
Compatibility mode is set after I get it installed, right?

I can't get it installed.
There are some true 32-bit programs that will not install in 64-bit. Since that seems to be the case here then it likely won't work.

Assuming this is Windows 7 64-bit Pro or higher, download and install XP Mode and install the program in XP Mode. That may likely work.

This program has installed on multiple 64-bit Windows 7 machines. I'm fighting with it on this particular machine.

Hold on ... I told you wrong a bit ago.  This is a 32-bit machine.  It is a 32-bit program.

Try the System Readiness tool for 32-bit:

That may help.

If SFC (aready tried) and System Readiness do not work, you may need to try a repair install with the Windows 7 DVD.
