Allow end user to choose a web template. How ??

Folks..This is more of an advice needed question & not a problem needs solving question...
Made a few websites over the years, now loving the open source world especially Joomla & Wordpress.

I'd like to design a site that allows the end user to create there own website. A major part of the process is the template/style, my question is  what would be the best/easiest way to present the end user with a few themes from which to choose.

Do you actually want them to be able to alter the themes at the CSS or HTML level or are you talking about presenting the user with a limited set of choices for a theme and letting them switch as often as they like?

Ultimately I would like them to adjust the CSS and HTML, but for the time being I'm happy to provide a limited set.
