Windows 2003 Terminal Server Licenses and Citrix

I am installing a Citrix Server at a client site for my applications to run on.  The Citrix Server is Windows 2003 and I will be installing Presentation Server 4.5.  I do not have any access to the Domain Controller.  My question is, should I install the Windows 2003 TS device Cals on the Citrix server or should they be installed on a Domain Controller?

if u meant terminal services , citrix must installed, if TS licensing service , any where within the same network is ok same as TS cal.

Yes I do mean TS licensing service and the CALs.  I just want to make sure I will not break anything else on the network if I installed a TS licensing service on the Citrix server.  I do not see any other Licensing Servers on the network though.
