Replication between Win2003 DC and Win2008 DC failing

Hi,

Let me start by saying I am not an AD expert by any means and I need some help:
I have a real problem with AD replication between a win2003 DC (netserver) and win2008 DC (bsaserver)

Background is I have taken over support for a client who has 2 DCs. When the win2003 server was offline users could not authenticate to the domain. I found that DHCP was not installed on the win2008 dc so I installed that and split the scope so that at least I was getting IP addresses when the win2003 server was offline.
However, I could not browse shares on another server (ifsserver) when this win2003 server was offline.

In trying to correct the problem I have somehow messed up replication between the win2003 server and the win2008 server.
I no longer have a sysvol or netlogon share on the win2008 server and this means that users cannot browse shares on the win2008 server using \\bsaserver\ or \\bsaserver.bsa.local\ - they can only connect using the IP address - \\192.168.0.100\
The error I get with \\bsaserver\ is:
Logon failure: the target account name is incorrect

When I try and do a non-authorative (D2) replication on win2008 server I get:
Event ID 13508 Ntfrs

When I open Event Viewer on win2003 and then try and connect it to Win2008 I get:
Access Denied

I believe RPC is not working from Win2003 to Win2008, hence replication is not working.
I have tried so many fixes and have spent so many evenings trying to fix this that I really need help on this at this point.

Basically, even as long as I can get the replication working, so I have a sysvol and netlogon share on the win2008 server, then I think I should be able to use \\bsaserver\ to browse shares on the win2008 server again and that is all I have to get done!!
