Debian/apache2 password protect website

Hi,

I have followed several KB's on how to add a simple password to my default website.  FOr some reason it wont prompt for a login, I can still access without any passwords.

similar, but after reading this looks like it will keep prompting for a login for each page.  I just want a simple password to protect the first initial access to the site while I develop this app.

Do you know how to do this?

I followed some of the directions, but I am guessing I must have something incorrect.  Currently it is not prompting for a login....
