how to tell what to spend money on to speed up my PC running win7

hello,
I am looking for suggestions on a tool or where to look to try to speed up my win7 box.
Of course there are all those "optimize crapware" programs.

I use my server as a java development box and my java IDE in run/debug mode runs at about 1GB.

My PC has 4GB or ram, one SSD for work and raid 10 for the rest.
I was thinking of doubling my ram but do not want to just throw away money. When i look at the performance in taks manager my memory usage hovers around 65%. BTW i am running a pair of quad core processors.

Thanks for anyhelp on where to start looking.

So with an SSD for system, RAID 10 for data, 4GB of RAM (only 65% utilized) and a pair of quad core procs, you're having performance issues?

What indication do you have that there are performance issues? What's the CPU load look like?

I would add another 4GB of RAM and upgrade the video... about any NVIDIA GTX 460 or GTX 480 by clone makers EVGA, GIGABYTE or MSI should be suitable.
