Planned downtime metrix

Not a technical question.  Lately I start doing a lot of upgrades, downtime, outages etc.  I wonder if anyone have any metric for planing/communications.  Say I know which server goes down.  Whats running there, apps, how they will affect the users, external clients, developers, etc.  Who communicate first, etc.
Anyone got any example of that?  Thanks.
