Can I upgrade from SBS 2003 to SBS 2008...

Or does it have to be a swing migration?

There is no "upgrade" available.  All moves from SBS Vx to SBS Vy are migrations.  You can use a well documented Microsoft version, or you can use a well documented swing migration from www.sbsmigration.com.  But it will require 64 Bit hardware and most would call for new hardware if the existing was more than 2-3 years old.

There are dozens of articles, threads, posts, web sites dedicated to this subject.  To start with, look for an article by demazter on this forum.

Btw, SBS 2011 is the current version.

Perfect thanks.
