SCCM user permissions

Dear All,
one of our administrator was mistaken in running  Task Sequence in "All system" collection instead of the intended collection , it was a task sequence for OSD....to avoid any damage for machines we just deleted the advertisment and turned off the server.

I knew that it was not the best option to delete the advertisment.

1- Now i need to power on the server again and make sure that this task squence will not run, i already got one user affected and all his data is lost.

2- I need to add restrictions on user permissions, is there any way to disable the sub administrators of sccm server of running some jobs as run task sequence , is there any way to disable advertisment on both "All systems" and "All users collection"

Remove the cable and start the sccm server

Or edit the dhcp server to change the pxe pointer.
