Alter pane (area) size in Windows Sharepoint Services 3

Hi

Is there any way in Windows Sharepoint Services 3 to alter the size of the pane or area of the pages.  I have a page, and I'd like to set the left and right pane to share the available space 50/50.  Currently the space is allocated 70/30 to the Left area.

I can't see that it is an option available on the "Edit Page" option, but can I edit a template to achieve it?

OK, so I have access to a copy of Sharepoint Designer 2007.  Please can you give me further steps required to achieve this.

I've read that you can't open a WSS site directly in Sharepoint Designer?
