Dell slow boot Windows 7

I have a Dell 1454 64bit Win7 machine.

Upon boot up there is a delay after the bios screen prior to the "log on" screen and then a delay from the log on screen to the desktop.

The delay is a black screen with a mouse that you can move around.

Boot up takes 4.5 minutes.

I've flashed the bios and have done a clean boot (msconfig).  The event log looks good (no disc errors).

I'm thinking that it may still be a hard drive issue?

Please advise.
