conditional formating excel 2007

I have an attached excel sheet table with years as the column heading and values and letters as row headings.

Notice the unpopulated cells in column E (2012) are shaded red.  I want to build a conditional format that will determine if by the 1 of January each year (column heading) the cells below are not populated that the fill of the cells will turn red.  

Once populated the fill will turn white.
