SharePoint - unique rights to a web part on a page

I am a rookie SharePoint 2010 user (using the Office365 cloud-based version) and I want to set up a page that has different access rights to different web parts.  For example, I want an "Announcements" web part that all users can have "contribute" rights to, but a Photo Library that they only have "read" rights to.

Is this possible?
