SQL connection string

I have been assigned the task of getting an old outsourced database back up and running on a 2008 server running SQL express 2012. Thanks to Mez4343 on this site I have placed the data from a backup on our server.
Now I would like to be able to configure IIS so that internal users can access the database, I have received all the old website and data files from the company we used to outsource too and have placed them on our server, the old site was accessible from anywhere using  a web address and logon, I no longer want staff to be able to access the database from home or out of office, so a localhost will be great the site was called phdb.org now I would like to rename it phdb.local
I need to change the connection string in the web.conf file I think but I’m unsure on how to find this and what to do when I have. Can anyone please advise remembering that I am totally new to SQL

Sorry I'm being thick but is this on IIS or sql where find the connection string to change, as said I have no previous experience with SQL 2012 pr any other versions
