You cannot use 2008 R2 policies in a 2008 domain. To utilize, you will need to introduce a 2008R2 domain controller, move the FSMOs, remove 2008 domain controller, and then raise the forest and domain functional levels. I'd test this in a lab using RSOP to see what happens. You may be able to use the old TS GPs

From a bit of research I have found suggestions of downloading the 2008R2 templates and placing in the central store on the 2008 DC and all will still work as normal BUT I will then be able to administer 2008R2 or Windows 7 related GPO's from a Windows 7 or 2008R2 using RSAT

I would do a lot of testing in a lab environment. Personally, I've never had great success using newer version GPOs in previous version domains, all kinds of weird inheritance, propagation, and prioritization issues
