Exchange 2007 Admin Web Front End

I want to create a webpage that a group of super users can log on to, and then delegate mailbox permissions to other users. For example, Joe workins in 2nd Line support, I want Joe to be able to go to a web page, select a normal users mailbox and then grant another user Full Permissions to that mailbox.

Is it possible to do this, or is there already a function of Exchange 2007, that I can configure to acheive this. This was done in our company previoulsy using a now decommisioned VMWare Orchestrator ption (which I never seen it was decommed before I started).
