Network Error (tcp_error)

I've encountered a strange problem.  I have a remote office that needs to access my ticketing system on an Apache webserver.  I created an ACL on my router that allows access to their public IP.  
I was able to test a few of the machines in their LAN and only about 50% can access the site.  The others give me a "Network Error (tcp_error) Operation timed out" message.  This happens both when i use the name and IP.

They are running server 2003 and XP machines.  I've run a traceroute but it gives me the same number of hops as the ones who can connect.
I've been trying to avoid repairing the TCP stack since many are production machines, but I guess I'll have to try.  
It might be a few days before I can schedule maintenance, but I'll report back how it goes.
