SSL on Oracle

My network layout:  Load Balancer (https/layer 7 termination SSL enabled) --> web server --> database server.

Oracle recommends to configure and use a Secure Sockets Layer (SSL) to ensure that passwords and other sensitive data are not transmitted in clear text in HTTP requests.

1) If I install the third party SSL such as the one from Verisign, do I still need to enable the Oracle's SSL?

2) In order to access the DB server, I need to first access the web server, from where I can jump over to DB server to use the OEM and SQL Developer remotely.  Do I need the Oracle's SSL?
