SQL Server Design: SQL Performance

I am helping Design SQL Servers.  I am looking for the best way to do benchmark tests with different hardware specs such has maybe using 1 processor to 13gb of Ram of 2 processors to 8 Gb of Ram on physical machines or clusters and trying to find most efficient way to do this while being practical. Whether it would be just doing this in a lab or using kinds of software to help or websites that would help with my decision making? Just want to get ideas on how to accomplish the best ways to design hardware around SQL Performance. Thanks!

Is there not any way to fake workload? Is there any kind of metric for workload?

Say if I used www.sqlstress.com and I had SQL Server with different databases on it. Can I rate performance with the OS with just 1 or more databases and not all of them. Thanks.
