Nslookup always results in dns request timeout

I've one server 2008 DC with DNS installed. At the client, it can't ping or resolve by nslookup successfully at initial time.
We use ISP's dns as forwarders on DNS Server and verify that ISP's dns are working.

So browsing internet web page is slow now. May refresh or re-try serveral time to access webpage.

If I put the ISP's dns to local XP machine nic's dns manually, can browse internet very quickly and normally. When change back using DC's IP as dns. Browsing internet web page is slow again.

What DNS Server IP do you have configured on the DC itself? Please try 127.0.0.1.
How is DNS/Internet on the DC working? Also slow?

Yes, Also slow on DC. This DC starts running from year 2010. Just find browsing web page slow or need to retry recently (around 2 weeks).

Here is DC/DNS Server. Original IP is itself. Now change to 127.0.0.1 and below is the test.

C:\Users\Administrator>nslookup www.casio.co.jp
Server:  localhost
Address:  127.0.0.1

Non-authoritative answer:
DNS request timed out.
    timeout was 2 seconds.
Name:    www.casio.co.jp
Address:  210.150.32.174

The whole LAN computers (PC / Mac users) using this DNS server are browsing web slow.

Yes, tried your steps and did all.

We have one domain, 1 DC with DHCP and DNS installed. Installed symantec endpoint v11.0.6300.803 antivirus only without NTP. Around 60 clients only.

Browsing web page on DC locally are slow too.

Attached please find the result of tracert.
one is dc.txt
other one is client.txt which is using ISP's dns directly.

DC is really slow to access same target.

And if you dissable symantec for 1 minute and try a few KNOWN TRUSTED sites? Is it the same then? I have known MANY AV products slow networks down horribly.

If you run a tracert -d external.website.com is it any quicked?

run two or three traceroutes from the server and a client both WITH the -d flag and without and see if they differ.

Attached pls find the result of tracert for both DC and client.
Found that DC didn't find the www.google.com.hk occassionally and client could get reponse from this site each time.

I've followed the below site to change MaxCacheTtl = 2 days.

dnscmd /config /MaxCacheTtl 172800

Seems litte better than before and won't always response with "can't find the webpage". But still need to wait 2-3 seconds to appear webpage some time.

Current DC is using HP Team Network (combined 2 NIC). Will it be related?
Should I need to add 2nd DC and install it with 2nd DNS for try?
