The DHCP address it is showing is APIPA it is an automatically assigned DHCP address when the computer can not reach the DHCP server. Is your NIC configured Statically?

How do I identify which NIC belong to which registry entry?
Go to your network connections in the GUI it is easier from there. Do not mess with the registry you can screw up alot more things.
