Change a field to required after a certain selection is made in a dropdown box

Hi

I have tried to use jQuery to change a text field to required if a dropdown field value equals iRise/SEER/ERWIN.  

I have attached the code I am using and would like to know where I have gone wrong.

Any help I can get on this is greatly appreciated.
