File "Stamping" on Windows Server shares

Are there any features or tools on windows servers so that when users put records (docx/xlsx/ppt etc) on say a file share that the file has to be marked with some sort of

a) How confidential the record is
b) How long the record should be maintained for

It just seems file shares fill up of complete crap and records management is quite a big issue now, so it cant be a keep everything for ever type view on files, every single thing really needs soem sort of tracking on what the sensitivity is and how long before it should be wiped. I wasnt sure if this is do-able on shares on windows server, or if theres other options people use?

If your area are big on records management best practice how do you deal with files on shares.

And I guess moving forward any controls/tools you can recommend that can prevent old stale data/files that should of been trashed years ago clogging up home drives and file shares or a strategy to better manage this would be most welcome....
