missing borders in some rows in excel 2007 spreadsheet

Hi,
I copied some data into an excel spreadsheet and some of the borders are not visible. I tried formatting the rows but I am not able to recover these borders. I want the sheet to have uniform borders.
any help appreciated, thanks

I should mention this is done by clicking on the drop down menu attached to the pouring paint can after selecting the cells, and selecting "No Fill"

This is at the bottom of the colors.
