JDK7u4 and JRE7 64 bit on Windows7 64bit using JRE7 32 bit

I have a windows 7 OS (64 bit), which I am installing jdk7u4 and jre7 64 bit.
Question; would I have to install jdk7 32 bit and jre7 32 bit, it I want to develope for it to run on a 32 bit machine?  Or do I just need jre7 32 bit installed for a 64 bit program to run?
