Exchange 2003 outgoing email stuck in queue

After a disaster recovery installation and restore of my database. Everything seems to be working fine. I am able to receive both internal and external email. However outgoing email stays in the queue. I have tested port 25 and it is open. Not sure where to go next.

check the event logs for a start... then see if you find any errors and report back.

There are no relevant error messages in the event log.
run the telnet command below and see what happens.

if you need to enable telnet (on windows 7)

open a command prompt, copy and past this command in it :  pkgmgr /iu:"TelnetClient"  and press enter

then in the command window type telnet
you should get a telnet prompt now.

then at the telnet prompt type:   open 25   and press enter.

what happens?
