Silverlight Issue on Windows 7 64bit machine

I have a user who is having problems getting Silverlight to run on his machine Windows 7 64bit machine. See his explanation below. Website his trying to access,

He can get the home, about and contacts pages to load but the actual silverlight app on the IFP simulator page doesn't. He has tried other browsers with no success, yet it runs fine on 2 others users computer (32bit Windows 7). He really needs to be able to use it as it's the model we've developed.. any ideas? I've googled the error code I get but no easy fixes that I could see - at least not at my techno capability level.... !

What's the version of SilverLight Installed?

If its the latest SL5 try to remove it and install SL4 from oldapps.com

Sl5, we tried installing version 4, hasn't made any difference....
Can you post some code what was the page trying to do at line 63 ?

Also I can confirm this is something specific to his machines configuration, we got this working on his spare 64bit Windows 7 laptop, another forum referenced un-installing/re-installing Visual Studio Pro, so we currently exploring that option
Yes it could be the machine config but I don't think it has anything to do with Visual Studio.

Can you confirm what type of Firewall and AntiVirus is installed on the system and how about running upgrading IE to version 9 ?
We tried upgrading to IE9, still no joy,
Why do you say you don't think it's visual studio?
Sorry, AV = Sophos..
Firewall = Fortigate, windows client firewall turned off
because the Page should open as long as the Silver Light Client is installed.
